A 5.1m white fibreglass boat with 3 POB reported that it had steering problems at the 23m mark off Westend and requested assistance.  Sea conditions were good with 9kt wind from NW and a low swell. At 1106hr an all stations alert was transmitted and a good samaritan offered to assist. At 1126hr the good samaritan reported it had the boat under tow.  At 1136hr the good samaritan reported that both boats were safe back in port.  Many thanks to the good samaritan.
